Toolbox doesn't behave correctly in fullscreen mode
Open a toolbox. Drag the resizer up to WebIDE's toolbar. The toolbox overlaps the toolbar and leaves it in a bad state. We need to limit the resize, and maybe add a fullscreen button.

With WebIDE, connect to an app. Open the toolbox (the "pause" button). Resize the toolbox vertically. Before the patch: the toolbox could cover the toolbox. After the patch: the toolbox has a maximum height, preventing it to cover the toolbar.
Tested using latest Aurora 34.0a2 build (20141008004004) under Win 7 64-bit, Ubuntu 13.04 64-bit and Mac OSX 10.9.5: the toolbox doesn't cover the toolbar anymore.
