I think font files installed on B2G is limited. It's possible all lang fallback to the same font file.
I am going to start from zh-TW first.

If anyone who is familiar with this domain, please share some hint, thanks

This is WONTFIX (i.e. we're not going to invest in enabling/fixing reftests on B2G), now that we're removing B2G code from the tree via bug 1306391. The reftest annotation got removed in bug 1307332.
