Sounds like we need to block on that for 2.1. The new system browser use scrollgrab but panning performance is really degraded. I tried to switch the scrollgrab flag at runtime and it immediatly results into a smooth panning experience.

I think I was wrong and this an occurrence of bug 1047390. Closing unless I can reproduce.
