Really minor GUI issue.
Preferences: Scrollbar in category section of windows does not function
correctly. It does not always appear. For example (same text as in 'Steps to
Reproduce' section:

1. Open up de Edit->Preferences dialog
2. Make sure that all the treeview items are in their '+' state. None of the
lists should be expanded.
3. Expand (hit the '+' sign) the 'Mail & Newsgroups' treeview item.
4. Expand (hit the '+' sign) the 'Privacy & Security' treeview item.
5. Expand (hit the '+' sign) the 'Advanced' treeview item.
6. Notice that (at least on my machine) not vertical scrollbar appears on the
right-hand side of the Category treeview making it impossible to scroll down to
the 'Debug' and 'Offline & Disk Space' section.

There are many other ways to re-create this minor GUI issue, but I think it
might have to do with the height calculation of the list item in the list. It
also only seems to happen when a fresh copy of the dialog is being openened,
since reproducing it again in the same version of the dialog seems to be
impossible. Maybe some init problem.

Actual Results:  Vertical scrollbar on the right hand side of the Category
treeview does not appear as it should, since there are more items to display at
the bottom.

Expected Results:  Vertical scrollbar on the right hand side of the Category
treeview should have appeared.
