Since the begining of Netscape 6, there was this problem, and it is still not fixed.

in the preference menu on the left column, if you expand all options, the bottom
ones would hide below the line, and in order to gain access of that, one must
close the top ones. Therefore, isn't it reasonable to include a scroll bar in
the preference menu?

Reproducible: Always
Steps to Reproduce:
1.Edit... Preference
2.Expand all menu
3.BLAH.

Actual Results:  Column hidden under the bar and cannot access

Expected Results:  make a scroll bar
