Details

We will set a next-hop-self policy for the ibgp mesh in AS 36856.
Please see bug 1040891 for further details about "why" we need to do this.

Time required: 15 minutes
Impact: hopefully none, but there is a risk of taking the SCL3 data center
  down, along with MTV2 office, if we get surprised by issues with legacy
  configuration.  (that's why we're doing this during a TCW)
