Steps to reproduce:
Latest version of Firefox won't launch the browser. I can see several instances of firefox.exe running when doing a Ctrl+Alt+Delete. I tried fixing Firefox profile, reinstalling, malware scan but the only one that works is reinstalling Firefox version 23.0 (I had a copy). When I update to the latest 3.1, same problem; Firefox browser won't launch. I reinstall version 23.0, it works again.
