1046409 - When creating a new attachment in Bugzilla, set the content_type to text/x-review-board-request

Currently a new attachment is set to text/plain and Bugzilla will normally update the content_type automatically if it see a properly formatted URL in the data part of the attachment. We should set the content-type explicitly when possible as Bugzilla may not be configured to recognize the reviewboard URL being provided such as a devel environment.
