I set up sync and was frustrated that my passwords and history weren't sync'd after a couple days. When I went into sync settings I realized that we defaulted to only sync'ing bookmarks. We should change the defaults to sync more, or at least present the user with a choice when they set it up.

We default to syncing everything.
There are three ways you can end up in this situation.
1. You are connecting to an existing account, and that account hit (2) or (3).
2. You are setting up a new account, and picked "Choose what to sync" prior to completing setup, choosing only bookmarks. I'm assuming you didn't do this.
3. You're hitting Bug 692620.
There have been some recent server issues (I think actually networking issues in AWS, but same thing from a client perspective) that might well have tickled Bug 692620.
Assuming that you didn't follow (2), this is a dupe of that bug.
