Steps to reproduce:

Browse to a page, load network panel, click on an html page, where the sidepanel will appear (headers, params, etc). There is a chance for html pages when you modify the size of the sidepanel to not indicate that there is also the "Preview" button, as shown on the attachment.

I see your point; before I click on a file in the list visible for a page in the Network panel, there's no way for me to know that the entire sidebar exists.  I am not sure what specific behavior would be best here (not that it's my decision...) Do you mean that you think the side panel should come up right away with no content, to encourage you to click on files?  Or maybe it should come up with the top level html page already selected. 

On the other hand, it seems natural to me for a user to click one of the things in the list as one of their first actions in seeing this panel. 

So, this issue could be fixed by documenting the Network panel in Developer Tools a bit more thoroughly with screen shots.

Hm, well, I am actually refering to a similar thing. The bug does not deal with whether the sidepanel should be visible right from the start, but it deals with the fact that in case the user clicks on an html page and the sidepanel does appear there should be a way to notify the user about all available buttons, like the "preview" one.
