Based on bug comments & the fact that recently merged treeherder-ui commits are not yet appearing on http://treeherder-dev.allizom.org/ui/#/jobs - I'm under the impression that treeherder-dev requires manually updating each time.

To be consistent with the dev/stage/prod workflow of other sites (and to make development easier for treeherder), we should make treeherder-dev pull in the master of treeherder-service and treeherder-ui on a cron, without the need for human intervention.

stage/prod should of course remain manual-update only.
