In some pages with Flash content the Ctrl+T shortcut does not work, maybe it's a focus problem. Steps to reproduce: 1- Access the http://www.tilttotal.com.br web site 2- Click anywhere in the main frame 3- Press Ctrl+T

This isn't entirely specific to Ctrl-T. When focus is in the flash content, Ctrl-N, Ctrl-E, and Ctrl-T (among others) all don't work. However, if focus is set in e.g. the urlbar, then Ctrl-N and Ctrl-E work, but Ctrl-T is still dead.
