+++ This bug was initially created as a clone of Bug #1016741 +++

There is quite a bit of content styling in
  browser/themes/shared/customizableui/panelUIOverlay.inc.css
which I believe should be in 
  browser/components/customizableui/content/panelUI.css

Properties that are used for content should be moved. See https://wiki.mozilla.org/DevTools/CSSTips#Content_or_Theme_CSS for helping to decide which styles are for skins.
