By definition the app provided by the "webapp_337141" is not considered "complete" and could possibly be tested incorrectly in some cases. For example, tests that check for status changes could be incorrect because the app is missing a content rating, category, device type, and screenshot. Since this app is considered a PUBLIC app the fixture should provide these out of the box.
