This issue can be reproduced with both manual and automated tests

STR:
1. open settings app
2. tap on wifi (the issue is reproduced with other elements too)

Expected result:
The wifi menu appears

Actual result:
The wifi element is highlighted, but the menu does not open (screenshot attached)

Smoketest blocker.
The issue is not reproduced on v2.0 flame:

If this is confirmed, then we can close this, since bug 1033950 has been backed out.
