The visual size of the table is significantly different in NSCP6.x
I will attach a reduced test case and a screen grab. The rendering of the table
is vertically much smaller.

The <FORM> element is affecting the line-height in IE and Nav4.x. Mozilla has
the correct behavior. The Form element should not affect the line height. If the
<FORM> element is removed IE displays the same as Mozilla. This is a strange
quirk behavior I don't think we want to emulate unless there are a large number
of pages or top100 sites that are counting on this.
