Result of bug 837598:

+            dnl CPU detection for ARM works on Android only.  armv7 always uses CPU detection, so
+            dnl we have to set armv7=0 for non-Android target

Of particular relevance here is that some parts of the code consider Firefox OS = Linux, and some = Android. Much of WebRTC is the former, so we might have an easy win for Firefox OS perf here?
