2. Notice that the background image is a required field

expected behavior:
implementation matches requirements. Spec @ https://docs.google.com/a/mozilla.com/document/d/11uNTQ3J6-3viwSsfHQwYtCpas_Bq9-y0Gskaw7glNXQ/edit says background image is optional (see attached screenshot)
