<menubutton/> to <toolbarbutton/> conversion causes misplaced dropmarker on repaint

Using a 09/19 build (pre-<toolbarbutton/> landing), if you toggle the sidebar
on/off using F9 the dropmarker icon next to the term "tabs" in the top left
corner will remain on the right-hand side of the text. If you use a 09/20 build
(post-<toolbarbutton/> landing) after toggling the sidebar closed once the
dropmarker icon will always shw up on the left of the "Tabs" menu text.

Occurs in both classic and modern skins. Embellished bug with relevant keywords.
