1050295 - Loop-client extraction script should update the changelog automatically

Now bug 1050131 has written a script to auto-extract changesets, in theory, we should also be able to get it to write the changelog as well.

This extends the script to format and write the changesets into the changelog. The formatting possibly isn't 100% perfect, but it at least does most of the work which should mean the changelog just needs minor corrections now and again at release time.
