This is by design when we first pushed the new Mozilla skin for BMO to production. We did not want to take on the extra overhead of having the fully functioning Tabzilla tab on Bugzilla so we created one that just had a similar look but did not slide down. Clicking on the tab just takes you to the Mozilla main site which is sufficient. dkl
