This is a follow-up bug of Bug 1036233.
Please refer to #Comment 25 and #Comment 31 of Bug 1036233.

Revise the early return mechanism in BluetoothAdapter::PairUnpair().
Consider to add an early return mechanism to ensure BluetoothDevice.paired is false/true before pair/unpair.
