There is a test case will cause two preallocated processes and two browser applications are running, is it normal?

How to reproduce:
1. Launch FB application
2. Tap picture on FB then tap one other youtube/article link on FB

Many things can be appear as "Browser" app. I don't think it to be a bug.

For the multiple preallocated process issue, we saw it occasionally. We can fix it. Is the symptom 100% reproduced using the STR?

I'm currently seeing this on my Flame:
- gonk:  v122
- gecko: b2g-inbound:7048b5362ad0
- gaia:  master:1a6282f433f87031e62fe1bf0a79992e8d30ac17

...and am seeing this on boot, 100% of the time.

1. adb reboot
2. when phone finishes booting, the Lockscreen appears -- unlock the phone

Observed: the phone unlocks, but the Homescreen never appears.

After some struggling, I managed to reflash my Flame with v123, and the multiple preallocated apps are gone.

To clarify, the STR in bug description is that we tap a link which will open a new browser. Then we quickly tap another link in Facebook before we transition into the browser for the first link. This might need to be done on a slower device. I tried to reproduce on flame but didn't see the symptom.

BTW we already had a similar bug filed. Probably unrelated since the architecture was a lot different back then but still see 867739.
