1051820 - Fetch reps action items from bugzilla

For the needs of the ReMo program, reps use the whiteboard and needinfo fields in bugzilla to track actionable items and questions regarding the swag/budget request procedure.

We need to implement a parser that enhances our current functionality in fetch_bugs management command in order to also use this data in reps.m.o

Here is the format and specifications regarding the info that we want to fetch:
