Reproducible with:
Firefox 32 Beta 5 - BuildID: 20140807212602
Latest Firefox 33 Aurora - BuildID: 20140811004001
Latest Firefox 34 Nightly - BuildID: 20140811030203

Environment: Windows 7 x64, Ubuntu 13.10 64-bit, Mac OS X 10.7.5

Steps to reproduce:
1. Open Firefox and open a New Tab.
2. Click on the Search provider button ---> drop-down menu opens right under the button with available search providers.
3. Zoom in/out and see how the Search provider drop-down menu displays.

Expected results: 
The menu keeps displaying right under the Search button.

Actual results:
The menu displays at various positions, detached from the Search button.

Notes:
- the issue appears regardless of whether you zoom while the drop-down is displayed, or before displaying it.

This in a problem not only for the "drop-down" for the search provider ("Manage search engines"), but also for the page descriptions ("What is this page?") and the page options ("Customize your New Tab page").  There is a wrong placement for the XUL panels:
newtab-intro-panel
newtab-search-panel
newtab-customize-panel
Zoom out will shift them to far to the left and up. Zooming in would have the opposite effect except for not having shifting the newtab-customize-panel to the right (but it is shifted down).
I verified this in Developer Edition (Aurora) 37.0a2 (2015-02-22) besides current Firefox 35.0.1.
As a side note:
The home page has a similar panel, abouthome-search-panel, which is placed correctly regardless of the zoom factor.  However it (e.g., it's text) does not get resized properly when that page is zoomed. (but this is a different bug!)

Indeed, there's no panel with search engines anymore, but the issue still reproduces (Release and Beta) for panels that open when clicking the magnifying glass or the search suggestions panel, and then zoom in/out. However, these are also no longer affected in Nightly and DevEdition after implementation in bug 1171344. This implementation seems to fix all remaining issues, so we can just keep this closed (no need for follow up bugs).
