Steps to reproduce:
Pre-condition - Without SIM
1. Go to settings->Message settings
Message settings is disabled
2. Go to message->options->Message settings
Actual results:
We can access message settings via sms application but not through Settings app (sim absent)
Expected results:
We can access message settings via sms application but not through Settings app (sim absent)

Then I think either we shouldn't be able to enter from anywhere or from none (if sim absent).
My personal view.

I personally think we should be able to enter. Most of the preferences in this panel are not SIM dependent.

If the settings are not dependent on SIM, I think we should enable the panel when the sim card is absent. However, both call settings and cellular & data are sim dependent and are disabled in this case, maybe we could change the order of the menu items for consistency.
Jenny, any ideas?

Message setting should be able to enter.
Per discussion, if the new DSDS UI design for cellular & data lands, we won't have the problem you described, let's make sure it lands! Thanks
