When selecting a WiFi network to connect to, make the screen reader speak the network name first

STR:
1. Reset a phone.
2. Turn on screen reader.
3. Step through the FTU until you get to the page where you can select a WiFi network to connect to.
4. Touch an item.
Expected: Network name should be spoken first. This is the most important information.
Actual: The signal strength is spoken first. So you'll hear:
"4 of 4 bars, Mozilla"
"4 of 4 bars, Mozilla G"
"4 of 4 bars, Mozilla mobile"
etc. The most relevant info should always be spoken first, in this case, the WiFi's name, not its signal strength.

This is actually fixed if the order of elements within the wifi list item is the same as it is on the screen.

code is good, and works great on device.
on totally unrelated topic, I never thought an electronic voice while testing this could be that annoying :D :D :D

Heh, day to day exposure to such voices for me and other blind people around the world. :) Therefore, it's even more important that careful consideration be given to the order in which items are spoken. If you go back to a regular 2.1 nightly and go through the FTU and select a WiFi network, you'll quickly hear what I mean and why this bug is here. :D
