Need to be able to include HTML links in collection blurb copy. There are a few use cases for this, but the primary being we will run a collection every week in every region titled "Top 5 Community Picks". The blurb copy is: "Each week we compile the five most popular apps according to you—the Mozilla community—and list them here. Want to nominate your favorite apps? Let us know!"

I vote to only show the link on the detail pages. On the detail pages, the descriptions stand outside of the tile so it's not interfering with any click targets.

I would say give them <a>, <b>, and <i>.
To me, in the feed, either the title (for a collection) is clickable to take you to the detail page and the description is not part of that block (and any links in it work), or the whole thing above the list of apps is a clickable block, and any links in the description there are stripped out.
Then, like kevin says, the detail page is pretty straightforward.
