I found that we translate all format for time from 12h format to 24h format. Is there any reason that we do this? I check locale zh-tw, it uses 12h format and the time format looks good.

I think it would be better we use 12h time format and translate PM and AM accordingly.

I don't oppose changes to the original format, although I prefer 24h format.

For the default settings, I prefer 24h format, that is the current.

The default setting should be 12h format. I checked English and zh-tw locale. They all followed the default 12h format. 
And as I listed in comment 0, I don't understand why we changed the time format when we do translation.
zh-cn always translate %I:%M %p to %H:%M . I think it's better we translate to %p %I:%M
Side note: originally the support for Chinese format (localize AM/PM, place it before time) was pretty poor, but has improved over time

Yes. I can see Japanese and Traditional Chinese already achieved translating and placing AM/PM before time). So I think it should also be ok for simplified Chinese.
