Description:
When the user is attempting to delete contacts, while their list is being populated, the user can select the Settings icon and enter a confusing state for the user. The user enters a state where they can select and delete contacts while being in the settings menu.
   
Repro Steps:
1) Update a Flame device to BuildID: 20140813000201
2) Create a contact with any information
3) Select the Settings ( the gear icon )
4) Select Delete Contacts 
5) While the list of contacts is being populated, select Settings again
  
Actual:
User can select the contacts settings while their contacts list is being populated

Expected: 
User is unable to select the settings icon while list is being populated

We were able to reproduce this bug on the reported nightly builds but it no longer occurs on latest engineering builds. On latest builds it is impossible for a user to hit the Settings icon after tapping on Delete Contacts.

The bug no longer occurs on the following builds:
