Develop and deploy the Video Layover treatment for Enhanced Tiles (e.g. WIRED).

CLARIFY: The attached Specifications documents states that we should use a standard video player - but which one is still TBD. Bryan Clark may be able to identify this.

VERIFY: Partners are entirely responsible for and will host the actual video file - Firefox will simply render the player.
