Russian is one of the most used languages in the world. Keyboard layout should be included in the nightly builds.

To be specific, if the nightly builds are including the Russian localization, it should also include the Russian keyboard. Doesn't make much sense to have one without the other.
With implementing bug #1050574 this bug is no longer relevant.
