steps to reproduce:
1. Load https://marketplace-dev.allizom.org/discovery/ with region set to RoW
2. Notice that the header says "10 Essential apps"
3. Count the number of apps listed below it

expected behavior:
Since we are featuring user-controlled content/apps, we don't know when a a developer may delist a particular app or make it unavailable for a specific region. So,the Header shouldn't explicitly list the exact count of apps OR the collection being used has a few more desktop apps which surface when apps become unavailable keeping the count constantly at 10.

actual behavior:
Header says 10 Essential apps and we list just 9

In https://github.com/mozilla/discoplace/commit/508486e1397fd31ccf9841e04f45cd7dbdc723e7 , when implementing the new design, I've modified the title to always use the number of apps in the collection, so now the title should always be coherent with what you see.

The API endpoint currently doesn't obey the limit I'm sending, so if the collection has *more* apps than what I'm expecting, they are displayed too. This is less important, but I'm planning to fix this as part of bug 1048366.
