The mail toolbar uses wrong set of icons, which do not match browser theme
selected.  This occurs when the mail/news is restarted from quick launch, after
previously appearing correctly on initial startup.

Reproducible: Always
Steps to Reproduce:
1. upon Windows startup, start Mozilla navigator with quicklaunch tool in
windows taskbar.
2. open Mail/News from browser task menu - toolbar icons will match "modern"
theme, as set in previous session.
3.close all browser and mail windows
4. launch mail/news from quicklaunch tool in windows taskbar - icons in mail
toolbar appear to be from "classic" theme.


Actual Results:  mail toolbar icons are not from correct theme

Expected Results:  icons should have been used from the selected theme, as they
were at initial launch
