Aroused from Bug 1022524. Since we've a build up a procedure to parse skeleton fisbone information and fill them into media tracks. OggCodec should be responsible for initializing the track information no matter there's skeleton header in a bitstream or not.
Specifically, the Ogg reader should fall back to information stored in the comment headers of individual tracks if skeleton values aren't available.
