Before terminating the target Firefox process we should inject the crash reporter so that we can learn more about why that process was not shutting down in a timely manner.
If we want the crash reporter dialog to show up, we should probably programmatically do something very similar to https://developer.mozilla.org/en-US/docs/How_to_Report_a_Hung_Firefox - windows code is at https://github.com/bsmedberg/crashfirefox-intentionally

If we *don't* want the crash reporter to show up, we'll have to do some additional work and I'm not sure how we communicate that to the hung process.
