The documentation in js/src/doc/Debugger has become sort of disorganized.

(Sorry this patch took so long; there have been a lot of distractions today.)

Clean up Debugger.Memory's documentation, and link to it from the main Debugger API page.

Now the page begins with summaries of Debugger.Memory's features, with
references to specific accessors and methods; and then a reference section that
describes them in detail below.

I think Splinter doesn't like this patch. But if you use 'Diff' to view it, it seems to all be there.
