* Description:
  This issue happens on 3rd party app - "Line"
  If you sync contacts under a unstable network, the progress bar will stop at 0%.

* Reproduction steps:
  1. Install Line app
  2. Connect to a unstable hotspot
  3. Verify telephone number and sync contacts

* Expected result:
  A network warning message pops up

* Actual result:
  The progress bar stop at 0%
