1055915 - switch cypress and ash desktop builders from buildbot factories to mozharness

cypress and ash as these are staging like branches for mozharness.

oak so we can test out pgo and nightlies (not currently on cedar)

this requires:

1) verify all builders are working on cedar (e.g. mulet is broken ATM)
2) inform users of Oak of the change
3) buildbot patch
4) clobberer all desktop builders for cypress, ash, and oak as mozharness uses a different tree structure to buildbot factory equivalent

this will be the same as I roll out more branches due to the fact that the builderdir inner pathnames/layout will change. How should I notify you guys going forward with more branches being flipped on? I suppose I should be putting something in the commit message but that could be missed. I am happy to do the reconfig myself but I thought I’d warn now as pete might get to this over the night. the timing of this is not super important as ash and cypress aren't pushed to at a high frequency

So reconfig'd (still running, but only linux64 test masters in use1 remaining atm) and have clobbered ash and cypress.

ash does nightlies now (the reason I wanted to use Oak). So I'll remove the need for the oak flip in this bug. It will now be part of: Bug 1055918
