message filters do not work without having msf summary file

Steps to reproduce:

In case of not having msf file  after getting emails with pop3 the message filters do not work, all files are stored in the inbox main folder and not in their folders.

Actual results:

In case of not having msf file (for example after crash of computer and wrong indexing of mail and deleting it) the summary file is created only when clicking on folder in the current folder pane. This is not a good idea and lengthy in case of having multiple folders with more emails. I propose, that the summary file should be build in case of compacting of all folders or immediatelly, when the SM finds, that the msf file is missing.

Never confirmed by a second user, no response, so I close this one for now.
@Reporter: Please feel free to reopen this Bug if you still can reproduce the problem with a current SeaMonkey version and a current OS and if you can contribute a step by step instruction how to reproduce the problem due to <https://developer.mozilla.org/en-US/docs/Mozilla/QA/Bug_writing_guidelines>  (containing every key press and every mouse click) how to reproduce the problem reliably.
