steps to reproduce:
1. Load https://marketplace-feed-dev.allizom.org/feed/collection/paid-apps/?region=co
2. Notice that PaymentsTest is listed as "Unavailable"

expected behavior:
Only paid apps which are supported for your region are listed

actual behavior:
paid apps which are not supported for your region are listed
Summary: Apps not supported in your region should not be listed in Feed → Feed should honor region exclusions
