I'm not sure to follow you. In bug 1050023 comment 25, it was explicitely asked to fix the behavior to make sure that: - we do not wake the screen for notifying of download progress - we DO wake the screen when the download is finished or errored.

Please see previous comment, I fear your bug is just against what UX asked for.
