If a user installs an extension or theme, it's an indication that they may be interested in spending more time using Firefox. If Firefox is not their default browser, we should prompt the user to make it their default after they install an extension or theme. We should only do this only once in a session (after the first install) and then not do it again for some minimum amount of time (maybe 30 days).
