Steps to repoduce goto wiki.mozilla.org on your windows phone browser IE then click on the talk button, please note after you will get the 404 error

Your talk page doesn't exist, so it is correctly returning a 404 Not Found HTTP status. Your browser of choice has apparently decided to intercept that status code and provide a generic response page instead of the one provided by the server. This doesn't seem to be an issue specifically with MozillaWiki.
