This would allow us to handle the "should the treeherder-service Vagrantfile rely on the ui repo out of the box" issue better - ie at the moment people have to comment out the ui repo line in the Vagrantfile, but that then shows up as a change in the working directory.

OrangeFactor does the local config workflow like this:

With the merge of the ui and service repos (bug 1056877) we don't really need this.

I've recently found a use for this. If we have a file that doesn't set any environment variables by default, but allows the user to specify some functions that does some env setup (or whatever), then someone could have a function to setup their pulse config or specify a different database backend without having to copy/paste or re-type each time.

it should be ignored in .gitignore and have some docs about how to use it.
