As part of our metrics collection in FxOS 2.1, we are now reporting total usage time of each app.
To add user value, we'd like to show that data in the new app usage list inside the Usage (CostControl) app.
Some notes:
* App usage time is currently only stored between reports to the telemetry server. We'd need to add another place to store this data on device for reporting to the user through the Usage app
* Currently, Data usage is displayed on either a monthly or weekly time span. For consistency, we should tie app usage data to this window
