1057111 - Update the 'You are now vouched' email subject and body

The subject line was not changed when we moved to a system that allows a person to be vouched multiple times. The word 'now' implies that you have been vouched for the first time. Instead, let's make it generic so that each time a person receives a vouch, the subject line is accurate.

Current subject line:
You are now vouched on Mozillians.org

Suggested changes:
- Update the subject line to 'You have been vouched on Mozillians.org'
- Remove this very similar line from the email body 'You are now vouched on Mozillians.org!'
