Looks like bug 69938 to me.
Not exactly dup of 69938, though related. BTW, I tried to search comprehensively, but am new at this. I still would have submitted this as new, because it does not (??) depend on /tmp as the target directory. Consider the silent failure part. I did not see that mentioned.
