When visiting a URL with a very long file name and/or very long title (e.g. an image), the tooltip for the tab and URL bar is visually truncated on the right side. This includes the tooltip overlay styling (border+corners). Additionally, it causes truncation of additional lines (regardless of whitespace) since the tooltip is internally, apparently, still offering space for more text that overflows but is hidden from view.

I can reproduce this, but only on windows with aqua theme enabled.
I'm not sure what you mean with "aqua theme" but this occurs on Windows 7 with the default Aero styling.
I reproduce it with the default Win 7 theme. Reg range: good=2012-07-31 bad=2012-08-01 http://hg.mozilla.org/mozilla-central/pushloghtml?fromchange=9d2a7a8ca1c7&tochange=582d4c67b3a7

This was fixed in bug 805039, in Firefox 89 and later (almost a year ago)
