As unearthed in https://bugzilla.mozilla.org/show_bug.cgi?id=946905#c4 , we honor addEventListener() with a shim, but not the equivalent addSystemEventListener(). Seems reasonable for the shims to be consistent and I need a good first shim bug, so let's role with this one.

triage team - is there an addSystemEventListener in webextensions? I know we won't add this as a shim (since we're trying to avoid shims) If not on webextension - how high a level API that is

we haven't gotten direct complaints about this one missing and we're devoting resources to more webextensions.
